EU-Funded Urban Innovation Project
ADUCAT: Shaping tomorrow’s cities with satellite data
With the EU co-funded project ADUCAT, the City of Vienna is developing new data-driven solutions for climate-resilient and future-oriented urban development. By using satellite data, artificial intelligence and advanced analytical methods, the project aims to detect changes in urban environments at an early stage and provide a reliable basis for urban planning and decision-making.
ADUCAT – Actionable Data Space for Urban Climate Adaptation and related socio-ecological, local Transformation – was initiated by the City of Vienna and developed with the support of the Vienna Geospace Hub. Operated by UIV Urban Innovation Vienna, this innovation lab has been promoting the use of geospatial and satellite data in Austrian cities and municipalities since 2023, bringing together stakeholders from science, business, technology and public administration.
Three key areas of focus
ADUCAT focuses on three main areas of application:
-
Cool City uses satellite-based temperature data to identify urban heat islands and support the planning of targeted climate adaptation measures.
-
Green City enables continuous monitoring and assessment of vegetation and urban green spaces.
-
Safe City uses radar technologies to detect ground movements and potential risks to urban infrastructure at an early stage.
An interdisciplinary UIV project team specialising in urban development, urban data and communication contributes its expertise and experience in developing and facilitating innovation processes. Acting as a bridge between different disciplines, UIV supports knowledge transfer and helps translate technological innovations into practical applications for urban development.
Three European partner cities on board
ADUCAT is approximately 80% co-funded through the European Urban Initiative – Innovative Actions programme. From October 2025 to March 2029, 13 partner organisations from public administration, science and business are working together to develop digital tools designed for long-term integration into municipal administrative processes and potential application in other European cities.
The project’s three transfer cities are Udine (Italy), Zagreb (Croatia) and Guimarães (Portugal). UIV coordinates the international exchange between the partner cities.
