The target areas identified in the STEP are the "hotspots of Vienna's urban development". The currently eleven areas are very diverse in their urban planning challenges. While in the inner-city areas the focus is on upgrading the existing stock, in the urban expansion areas impulses for new developments are initiated and numerous projects already underway are coordinated.
